In the Front Page of Friday's Wall Street Journal:

    One precedent: A tied 1997 mayoral race in a Honduras town was settled
    by a law allowing ties to be broken by games of chance.  The two
    candidates in San Juan de Opoa settled on soccer penalty kicks.
