Two or three murders take place each day, before breakfast.
You risk your life by walking the streets late at night.
Homeless people lie in the gutter. Prostitution runs rampant
and policemen are corrupt. There are useless expenditures
of public money, overtaxation and improper contracting. The
streets are filthy and in disrepair and filled with drivers
  reckless of human life.

There is inadequate health care and TB has reached epidemic
proportions and illegal immigrants are entering from ships
  onto our shores.

-- David Dinkins, former New York mayor, now teaching
an urban policy class at Columbia, reading a
description of New York from 1856.
